The 2025 Forces of Cyber Gala Keynote Speaker

Cyber Huntsville is pleased to announce Kevin Jones as the honored guest and keynote speaker for the Forces of Cyber Gala. This annual event will be held on February 15^th, 2025 at the US Space and Rocket Center.

Kevin Jones serves as the Section Chief of the FBI’s Enterprise Cybersecurity Section within the Information Technology Applications and Data Division, overseeing the defense of the FBI from cyber threats. In this capacity, Mr. Jones manages the internal cybersecurity operations of the FBI, including the 24/7 Security Operations Center, engineering and maintenance of cybersecurity tools and networks, change management processes, and consolidated logging efforts.

Mr. Jones joined the FBI in 2012 as a Business Analyst in the FBI’s Internal Advisory Group (IAG). He served as an internal consultant supporting a wide variety of enterprise projects improving FBI operations, reducing administrative burden, and deploying investigative technical tools. In 2015 as a Project Manager, Mr. Jones led two FBI Priority Initiatives to develop and deploy new IT services to facilitate intelligence sharing across the FBI and Intelligence Community. In 2018, Mr. Jones was promoted to Supervisor in IAG where he managed a portfolio of strategic projects and team of analysts. While in this role, he led the multi-year Field Office Size and Structure initiative, an effort to develop and implement a model and repeatable process for allocating personnel resources across all 56 FBI field offices, for which he received the National Intelligence Professional Award for Human Capital. In 2019, Mr. Jones was promoted to be Unit Chief of the FBI’s Resource Analysis Unit where he was responsible for overseeing the FBI’s $6 billion compensation and benefits budget, enterprise-wide personnel allocation, and key staffing initiatives. In May 2021, Mr. Jones transitioned to the FBI’s new headquarters campus in Huntsville, AL after being selected as the Unit Chief of the Budget Formulation and Analysis Unit within the Finance and Facilities Division. He was responsible for the creation, submission, and guidance of the FBI’s budget requests from internal formulation through external approval and Congressional enactment. In 2023, Mr. Jones secured the largest single-year appropriation in the FBI’s history. He was selected for his current role in Enterprise Cybersecurity in October 2022.

CyberPatriot Standard Camp

Standard camps are designed to teach beginner students the basics of cybersecurity. No prior cybersecurity knowledge is required. Basic computer skills are required.
Sample overview of the week:

Monday	Introduction to the CyberPatriot National Youth Cyber Defense Competition, introduction to cybersecurity & careers, cyber ethics, online safety, how computers work, virtual machines, and cyber threats.
Tuesday	Cybersecurity principles, basic Windows security policies and tools, account management, windows file protections, and auditing and monitoring.
Wednesday	Introduction to Linux, Ubuntu 18 terminology and concepts, basic GUI security, and intro to CLI.
Thursday	Basic command line security and intermediate Ubuntu security.

The Honorable Jay Gamble serves as the Regional Director for the Cybersecurity and Infrastructure Security Agency (CISA). He currently has responsibilities over Region 4 (AL, FL, GA, KY, MS, NC, SC, TN) for the agency, which includes all critical infrastructure equities within the Tennessee Valley. He is CISA’s regional lead for federal cybersecurity as well as critical infrastructure security and resilience. His leadership responsibilities include regional collaboration and partnerships to enable CISA’s layered mission intended to reduce risk to the nation’s cyber and physical infrastructure.

Wipermania Abstract

In early 2022, Ukrainian companies were struck by multiple destructive wipers, attacking various companies in several sectors. This raised questions about the usage and impact of “digital weapons” within the security community, even though wipers themselves weren’t new. The infamous Shamoon wiper dates back more than a decade ago. How comes that wipers were as effective a decade ago, as they are in the present day? What has changed, and what remained the same? Based on the analysis of more than twenty recent wiper families, their trends, techniques, and overlap with other wipers will be discussed. Reusing code and techniques may link several wipers to the same actor, although the mere presence of such a link often leads to a hasty conclusion. This briefing is not the generic run-of-the-mill comparison of malware families, as it includes technical aspects of the analysed wipers, thus focusing on both the high- and low-level aspects of the destructive software.

The analysis does not only focus on the wipers used against Ukrainian victims, but also more generic wipers that were found in the wild around the same time. The parallels and differences between the targeted and generic wipers provide several interesting insights for the audience.

Throughout the conversation, there will be a focus on the analyst’s mindset, giving insight into my thoughts during the research. Including mistakes I made along the way, as well as assumptions that worked out better than I expected.

Biography

Max Kersten is a malware analyst, blogger, and speaker who aims to make malware analysis more approachable for those who are starting. In 2019, Max graduated cum laude with a bachelor's in IT & Cyber Security, during which Max also worked as an Android malware analyst. Currently, Max works as a malware analyst at Trellix, where he analyses APT malware and creates open-source tooling to aid such research. Over the past few years, Max has presented at international conferences, such as Black Hat (Arsenal) (USA, EU, MEA, Asia), DEFCON, Botconf, Confidence-Conference, HackYeahPL, and HackFestCA. Additionally, he has been a guest lecturer and has conducted workshops for several universities and private entities.

CyberStart America is a FREE national program for high school students to master cybersecurity as a gateway to the industry, up their digital skills, and compete for college scholarships through the National Cyber Scholarship Foundation. By registering for the program, U.S. high school students get free access to CyberStart, an immersive gamified learning platform.

CyberStart America is for all students, not just those in Computer Science or Cybersecurity classes. Student complete gamified learning units at their own pace - no teacher experience needed. Take the time to check out the CyberStart game at cyberstartamerica.org.

Students who score highly in the CyberStart America program in 2023-24 will be invited to apply for a scholarship award offered by the NCSF after the program closes in January. See the list of opportunities below.

National Cyber Scholarship Semifinalist

All eligible high school or college students scoring at least 20,000 CyberStart points, through CyberStart America will be awarded a digital Semifinalist badge at the end of the program.

Eligibility criteria:

High school or college student in the USA
Registered for CyberStart America 2023-24
Minimum point score of 20,000 in CyberStart by January 11, 2024
Returning students from any previous program year must continue to make progress in CyberStart in the 2023-24 cycle to qualify for this award.

National Cyber Scholarship Finalist

The highest scoring CyberStart players will be invited to complete a short scholarship application by the NCSF. Anyone shortlisted for this invitation will be awarded a digital Finalist badge once their application has been validated.

Eligibility criteria:

High school or college student in the USA
Registered for CyberStart America 2023-24
Minimum point score of 20,000 in CyberStart by January 11, 2024
Qualified as a Semifinalist, and shortlisted to complete a scholarship application, which is submitted by the deadline of January 30, 2024

National Cyber Scholar

The highest-scoring eligible CyberStart players who submit their scholarship application by the January 30, 2024 deadline will be awarded a scholarship to cover the SANS Foundations course and one attempt at the GIAC Foundational Cybersecurity Technologies (GFACT) certification, worth over $3000.

Eligibility criteria:

High school (9th-12th grade) or college student in the USA
Registered for CyberStart America 2023-24
Minimum point score of 20,000 in CyberStart by January 11, 2024 - applicants will be assessed as a gathered field, so only the highest scorers will receive this status
Qualified as a Semifinalist, and shortlisted to complete a scholarship application, which is submitted by the deadline of January 30, 2024

National Cyber Scholar with Honors

Students who earn the GIAC Foundational Cybersecurity Technologies (GFACT) certification through the National Cyber Scholarship Foundation (NCSF) Cyber Foundations Academy by the end of the 2024 Cyber Foundations Academy will be awarded the title “Scholar with Honors”, and may be offered the chance to apply for further scholarships to cover additional SANS training courses and certifications, and for specially selected internship opportunities.

This title can also be given to participants who have passed the GFACT certification in a previous year, and have met the conditions to be named a National Cyber Scholar again in 2024.

Eligibility criteria:

To be awarded the title of Scholar with Honors, students must:

Complete and pass the GFACT exam by the end of the 2024 Cyber Foundations Academy, and obtain one of the highest scores within the National Cyber Scholar cohort (scores will be reviewed as a gathered field after the deadline)
Students who are awarded the title of National Cyber Scholar in 2024, but have completed the GFACT certification prior to 2024, will also be considered for this award - they may be required to submit evidence of their GFACT exam score to support@nationalcyberscholarship.org (some scholarship awards can only be won once).

Drake State Community & Technical College — in partnership with the Truist Foundation, Jobs for the Future, and edX — is offering two fully-funded, 24-week online boot camps to equip you with the fundamental skills you need to meet the growing demand for data analysts and cybersecurity specialists.

Alabama Schools Advancing Cybersecurity Curriculum

Cyber Huntsville is committed to enhancing cyber awareness across all levels, focusing on fostering awareness among school children. Recognizing the importance of early education in cybersecurity, Cyber Huntsville aims to do its part in building a strong foundation of cyber awareness and knowledge in young students. By introducing cybersecurity concepts, best practices, and safe online behaviors early, our state can equip children with the necessary skills to navigate the digital world securely. In partnership with companies and state organizations, Cyber Huntsville strives to create a culture of cyber awareness that extends throughout the community, ensuring a safer and more secure digital environment for all. It's essential first to understand what our state has been working on achieving.

Alabama's Efforts in the Last 5 Years

Alabama has implemented a comprehensive plan for computer science education. In terms of standards, Alabama adopted computer science and digital literacy standards for grades K-12 in 2018. The Governor's Computer Science Advisory Council played a crucial role by providing policy recommendations in 2019 and establishing a timeline in 2021.. The state has also demonstrated its commitment to funding by allocating $17.5 million since 2017 for K-12 computer science education and professional development for educators. This investment highlights Alabama's dedication to ensuring a robust computer science curriculum and supporting the development of educators in the field.

North Dakota's Example

North Dakota's cybersecurity education law is a major step for its PK-20W Initiative, ensuring cyber-education for all citizens. It builds on the state's success in adopting cybersecurity and computer science standards for all grades. The law includes a $300,000 grant program for schools, centers, libraries, and education centers offering cybersecurity courses to adults.

The initiative addresses the growing need for cybersecurity professionals, particularly in schools facing cyber threats. It aligns with the White House's National Cybersecurity Strategy and aims to diversify the cybersecurity staff pipeline. Major school systems, like Los Angeles Unified School District and Minneapolis Public Schools, have experienced significant cyberattacks. Examples like these encourage Alabama to press forward on its initiatives to educate a cyber future workforce that will protect the future generations.

Progress and Requirements for Alabama

In 2018, the Board of Education established the Digital Literacy and Computer Science standards and course of study. The Department of Education plays a vital role in overseeing computer science education, with an Education Specialist and an Educator Administrator dedicated to Digital Literacy and Computer Science. It has also formulated a course of study. The state mandates that all elementary, middle, and high schools must offer computer science courses. Certain computer science courses, such as AP Computer Science A or AP Computer Science Principles, can be counted as mathematics or science credits toward graduation.

Amanda Dykes, Computer Science Specialist at the Alabama State Dept of Education, said, "We have 16 High-Quality Computer Science courses in middle and high school. Also, we have developed the new Alabama Career Tech IT course of study courses, which includes our new Cybersecurity program and new AI class. These courses all include the Alabama Digital Literacy and Computer Science standards. These courses are giving students what they need for future computing careers."

Cyber Huntsville Announces Rebranding!

Cyber Huntsville, an organization started in 2010, dedicated to connecting and networking cybersecurity companies in North Alabama, is excited to announce its 2023 rebranding. The organization has grown steadily in membership, now representing the area’s largest network of cybersecurity companies and professionals. The new branding image will help to position the organization for continued growth and success as well as a solid stance on the importance of its mission moving forward.

"We are thrilled to announce our rebranding for Cyber Huntsville," said Cyber Huntsville's President, Jamie Miller. "We have been in the business of connecting cybersecurity companies in North Alabama for over a decade and we want our branding to reflect our growth. With this rebranding, we hope to showcase our commitment to cyber resilience, safety, and supporting the security missions of our constituent organizations as well as the entire United States."

In August of 2010, Huntsville Mayor Tommy Battle, formally announced the start of the Cyber Huntsville initiative, and since that time we have been creating cyber progress for the Tennessee Valley. Cyber Huntsville has co-sponsored cybersecurity summits, established economic development roundtables, and created cyber curricula and summer camps for local city and county school systems. Our sustaining members are vital to our long-term financial stability and provide tremendous insight and guidance benefiting our initiatives.

Original Branding:

The original logo was inspired by the common emblems found within government agencies and contractors with the name in the center and the supported organizations surrounding it. A torch blazed in the background, a symbol to gather and be a beacon to the community. However, with the growth of the city and the organization, a rebrand of the logo and website was initiated in Q1 of 2023.

New Branding:

The fonts were consolidated and modernized as well as the introduction of medium and dark blue. While the overall aesthetic of a badge remains unchanged, there are two major editions to the emblem.

In the center, the shield and lock represent how Cyber Huntsville is a protective, secure, and driving force in creating cyber resilience for the Tennessee Valley. A combined shield and lock represent the modern and future need for layered protection. The zeroes and ones on the shield are the basic computer programming language for the word “SECURE.”

To further align with the traditions of military and organization emblems, Cyber Huntsville has also adopted the Latin phrase, “Defendit Numerus.” Translated, it means “there is safety in numbers.” This phrase provides a subtle yet strong duality to the industry of cybersecurity. This organization was founded to gather the cyber forces of North Alabama - “numbers” of people. Additionally, the literal safety of our community is in the “numbers” that are managed every day – the data and code that all members protect so diligently. Cyber Huntsville’s mission is to support those people and organizations, as well as empower them with greater skills and resources to perform their critical missions.

The members and community may also start to see a smaller, reduced version of the logo. While the emblem carries layers of meaning, it was also needed to produce a more versatile and consolidated version of Cyber Huntsville that can scale to smaller sizes.

One final branding touch that website users may notice is the website now follows a “dark mode” aesthetic, a popular setting in the programming community.

The rebranding marks a new chapter for Cyber Huntsville as it continues to connect and network cybersecurity companies in North Alabama. Members can expect a continued offering of networking services and unparalleled service that will exceed their expectations for years to come. This effort will continue to uphold North Alabama as a cyber capital of the United States, a shield and lock that defends its people digitally and diligently.

Area CyberPatriot Teams Qualify for National Semi-Finals

Area CyberPatriot Teams Qualify for National Semi-Finals: James Clemens High School, Huntsville High School and Bob Jones High School all have teams advancing to the National Semi-finals of CyberPatriot X.

James Clemens and Huntsville High qualified in the Open Division and Bob Jones JROTC team qualified in the All-Service Division. These teams finished in the top 2% of their divisions to qualify. There were over 5000 teams across the nation that registered for CPX.

In addition, CyberPatriot announced that James Clemens and Bob Jones were crowned State Champions for Alabama in their respective divisions. Huntsville High placed second in the open division.

Other area High School placers include Grissom High (3rd Open), Redstone Civil Air Patrol (2nd All-Service) and New Century Technology High (3rd All-Service).

Cyber Huntsville Plants a Seed for a Future Cyber Kyrgyzstan

April 13, 2022 - Representatives from Cyber Huntsville supported a cybersecurity panel discussion for a Kyrgyzstan Cyber Delegation visiting Alabama. Global Ties Alabama brings leaders from across the world to Alabama to showcase and exchange ideas on key topics. The Kyrgyzstan delegation was part of a US State Department sponsored program to support emerging democracies by promoting cybersecurity. There was much discussion on how Cyber Huntsville was formed, our successful sponsorship of projects such as US Cyber Camp and the National Cyber Summit, and how we’ve grown to a successful organization. Perhaps we planted a seed of an idea that could grow into a Cyber Kyrgyzstan organization modeled after Cyber Huntsville. Virtual Meeting Highlights

· The 2022 Spring Meeting kicks off on April 26, 2022, with an overview by Nitin Natarajan, Deputy Director of CISA, covering current CISA initiatives to collaborate with our private partners in “Public & Private Partnerships in ICS – A Unified Effort.” The day then continues with an agenda filled with informative presentations.

· A ‘Capture the Flag’ activity is available from Saturday, April 23, starting at 10 a.m., through noon on Wednesday, April 27. The CTF exposes analysts to hunting across ICS networks for malicious behavior, with puzzles appropriate for both the beginner and the experienced analyst. Challenges include artifacts generated from IT/OT host forensic data, network data (from both Bro logs and PCAP), and OT equipment actively being exploited by a threat actor. The CTF will be accessible remotely across the internet. Some of the gamesrequire a computer that can run common cyber analytical tools such as Wireshark.You can register for the CTF at ICSJWGCTF.com starting at 10 a.m. on Saturday, April 23, 2022.

· The CISA ICS Training updated overview will be provided on April 27. The Cyber-CHAMP© model has been created to help both IT and OT practitioners by synthesizing industry standards such as the NICE NIST Cybersecurity Workforce Framework. Specifically, the model is built to be applied at the practitioner level, accounts for any role in an organization, and can be deployed by any size or type of organization.

· The Technical Workshop returns on April 27 with presentation topics, including Case Studies of Cyber Attack Precursors in the OT Environment, Ransomware Considerations for OT Environments, and ATT&CK in the CELR.

All webcasts will be recorded for on-demand viewing and review, provided the presenter has released the material for on-demand viewing.

CMMC stands for “Cybersecurity Maturity Model Certification”. The CMMC will encompass multiple maturity levels that ranges from “Basic Cybersecurity Hygiene” to “Advanced/Progressive”. The intent is to incorporate CMMC into Defense Federal Acquisition Regulation Supplement (DFARS) and use it as a requirement for contract award. This past week, several Cyber Huntsville Board members were on a TEAMS call with the creator of the CMMC, Katie Arrington. She provided an overview of the Cyber Resiliency Project that included online training modules and CMMC guide.

The DOD is planning to migrate to the new CMMC framework in order to assess and enhance the cybersecurity posture of the Defense Industrial Base (DIB). The CMMC is intended to serve as a verification mechanism to ensure appropriate levels of cybersecurity practices and processes are in place to ensure basic cyber hygiene as well as protect controlled unclassified information (CUI) that resides on the Department’s industry partners’ networks.

2020 NASA Space Apps Hackathon Challenge

Alabama A&M University will be hosting the 2020 NASA Space Apps Hackathon Challenge this year on October 2-4. The event will be held virtually due to the Covid-19 pandemic. Dr. Pearson at Alabama A&M would like to invite interested members of Cyber Huntsville and Cyber Huntsville member companies, other academic institutions and partners to serve as either a judge for the competition, or serve as a mentor for the teams participating in the challenge. The mentor will provide assistance to the team by answering questions and providing guidance on completing the challenges.

The judging will take place on Sunday October 4^th from 12pm to 2:30pm. The mentors will be needed for both Saturday the 3^rd and Sunday the 4^th. NASA will soon be providing Dr. Pearson more details on judging and mentor responsibilities. As soon as he receives them, these details will be provided.

Cyber-Attack Downs Alabama County’s Network

A suspected ransomware attack has caused the temporary closure of an Alabama county’s computer network.

Chilton County implemented a shutdown after being targeted by a suspected ransomware attack on the morning of July 7. County Commission Chairman Joseph Parnell announced the incident on the social media network Facebook.

“The incident has caused a temporary disruption to the County’s computer records systems including the tag office and probate court records,” wrote Parnell.

“Persons needing services provided by our various departments should check with the clerks in the particular department before coming to the courthouse to ensure that needed records are accessible.”

As a result of the attack, local records required by the courthouse in the performance of its regular services have been rendered unavailable.

In a phone interview with the Clanton Advertiser, Parnell said an investigation was underway to determine the severity of the cyber-incident. The county servers and computers in several departments have been closed in a bid to limit the spread of any malware infection that may have occurred.

“Our databases and computers are shut down while the cyber guys are trying to figure out if and what the extent was of the intrusion,” said Parnell.

The chairman said that until the severity of the attack had been diagnosed, the county was assuming the worst.

Parnell said: “It could be very minor, and it could be very serious, but we have to treat this like it is extremely serious until we know otherwise.”

A cyber-attack was suspected when the county’s computers started behaving in a way that was out of character. Parnell said that Chilton’s employees noticed “their computers were not functioning normally. They were sluggish, and some of their applications looked different.”

Employees reported the discrepancies to the local IT team, which then shut down the county’s internal network.

“We have a cyber-policy in place and have hired a firm of professional IT people out of New York that is going to come in and assess the system,” Parnell said.

The cyber-branch of the FBI and the Alabama Attorney General’s Office have been notified of the incident.

CYBERSECURITY & CYBER OPERATIONS Senate Committee Wants More Cyber Pilot Programs

The Senate Armed Services Committee wants to add new responsibilities to the Pentagon’s Principal Cyber Advisor as part of a broader effort to ensure cyber forces can meet new challenges.

The committee released a summary June 11 of the annual defense policy bill for fiscal year 2021. The bill, which passed the committee June 10, also adopts several recommendations made by the Cyberspace Solarium Commission, a bipartisan organization created in 2019 to develop a multipronged U.S. cyber strategy.

Among items the panel approved is giving the Principal Cyber Advisor more responsibility related to integration and coordination to ensure that DoD’s cyber policies are coherent and cohesive.

Here is a breakdown of other key cyber-related items in the bill:

Buying power

The bill includes several provisions to improve the way DoD procures cyber equipment as well as to improve the Congressional oversight of those programs.

The solarium commission had recommended DoD write a report on the direction and control of budgets related to cyber forces. New language in the Senate committee’s version takes that recommendation and is aims at ensuring flexibility and agility to control acquisition.

The bill also requires the Department of Defense to kick off pilot programs, demonstrations and/or plans in several areas. These include speed-based cybersecurity capability metrics to measure DoD performance and effectiveness, interoperability and automated orchestration of cybersecurity systems, addressing network timing and inconsistencies and integration of user activity monitoring and cybersecurity systems.

The draft bill also includes two provisions aimed changing how some cyber funds are spent. First, it authorizes increased funds for Air Force and Army operation and maintenance funds to provide the cyber mission force with additional resources to access, operate, and train as required by increased operational demands. Those increases are $25 million and $5 million, respectively.

Second, the bill allows Defense leaders to use these funds for rapid creation, testing and fielding of cyber capabilities to respond more quickly to threats.

This builds upon last year’s defense policy law that codified use of these funds for “rapid creation, testing, fielding, and operation of cyber capabilities that would be developed and used within the 1-year appropriation period.” The Air Force is already using these funds in this manner.

Off the bench

The bill includes several provisions focused on National Guard and Reserve cyber forces. DoD has typically thought of those teams as critical resources at the state, local and national level to augment the active duty force.

Specially, the Senate bill takes two recommendations from the solarium commission requiring DoD to conduct a review of National Guard responses to cyberattacks and an evaluation of cyber reserve force options to provide a surge capability.

The bill also authorizes a pilot program to prepare the Guard to provide cyber assistance remotely in the event of cyberattacks.

Assessing the force

The committee also takes aim at a couple of force structure issues. One recommendation from the solarium commission included requiring DoD to provide a force structure assessment in the quadrennial cyber posture review.

Solarium commissioners, and members of Congress, are concerned that U.S. Cyber Command’s cyber mission force might not be prepared to take on today’s threats.

The bill also aims to help DoD better retain its cyber talent. Specifically, Senators want to give Cyber Command the same hiring authority for technical talent as the Defense Advanced Research Projects Agency, Strategic Capabilities Office or the Joint Artificial Intelligence Center. This will allow Cyber Command to offer more competitive pay.

Additionally, the bill requires a provision requiring more regular updates to Congress on cyber operations while also requiring an assessment of gaps between the cyber mission force and cybersecurity service providers.

The Senate panel’s bill will next head to the full Senate before being reconciled with the House version. The House Armed Services will mark up its version June 22.

Chinese Military Personnel Charged with Computer Fraud, Economic Espionage and Wire Fraud for Hacking into Credit Reporting Agency Equifax

Indictment Alleges Four Members of China’s People’s Liberation Army Engaged in a Three-Month Long Campaign to Steal Sensitive Personal Information of Nearly 150 Million Americans

A federal grand jury in Atlanta returned an indictment last week charging four members of the Chinese People’s Liberation Army (PLA) with hacking into the computer systems of the credit reporting agency Equifax and stealing Americans’ personal data and Equifax’s valuable trade secrets.

The nine-count indictment alleges that Wu Zhiyong (吴志勇), Wang Qian (王乾), Xu Ke
(许可) and Liu Lei (刘磊) were members of the PLA’s 54th Research Institute, a component of the Chinese military. They allegedly conspired with each other to hack into Equifax’s computer networks, maintain unauthorized access to those computers, and steal sensitive, personally identifiable information of approximately 145 million American victims.

“This was a deliberate and sweeping intrusion into the private information of the American people,” said Attorney General William P. Barr, who made the announcement. “Today, we hold PLA hackers accountable for their criminal actions, and we remind the Chinese government that we have the capability to remove the Internet’s cloak of anonymity and find the hackers that nation repeatedly deploys against us. Unfortunately, the Equifax hack fits a disturbing and unacceptable pattern of state-sponsored computer intrusions and thefts by China and its citizens that have targeted personally identifiable information, trade secrets, and other confidential information.”

According to the indictment, the defendants exploited a vulnerability in the Apache Struts Web Framework software used by Equifax’s online dispute portal. They used this access to conduct reconnaissance of Equifax’s online dispute portal and to obtain login credentials that could be used to further navigate Equifax’s network. The defendants spent several weeks running queries to identify Equifax’s database structure and searching for sensitive, personally identifiable information within Equifax’s system. Once they accessed files of interest, the conspirators then stored the stolen information in temporary output files, compressed and divided the files, and ultimately were able to download and exfiltrate the data from Equifax’s network to computers outside the United States. In total, the attackers ran approximately 9,000 queries on Equifax’s system, obtaining names, birth dates and social security numbers for nearly half of all American citizens.

The indictment also charges the defendants with stealing trade secret information, namely Equifax’s data compilations and database designs. “In short, this was an organized and remarkably brazen criminal heist of sensitive information of nearly half of all Americans, as well as the hard work and intellectual property of an American company, by a unit of the Chinese military,” said Barr.

The defendants took steps to evade detection throughout the intrusion, as alleged in the indictment. They routed traffic through approximately 34 servers located in nearly 20 countries to obfuscate their true location, used encrypted communication channels within Equifax’s network to blend in with normal network activity, and deleted compressed files and wiped log files on a daily basis in an effort to eliminate records of their activity.

“Today’s announcement of these indictments further highlights our commitment to imposing consequences on cybercriminals no matter who they are, where they are, or what country’s uniform they wear,” said FBI Deputy Director David Bowdich. “The size and scope of this investigation — affecting nearly half of the U.S. population, demonstrates the importance of the FBI’s mission and our enduring partnerships with the Justice Department and the U.S. Attorney’s Office. This is not the end of our investigation; to all who seek to disrupt the safety, security and confidence of the global citizenry in this digitally connected world, this is a day of reckoning.”

The defendants are charged with three counts of conspiracy to commit computer fraud, conspiracy to commit economic espionage, and conspiracy to commit wire fraud. The defendants are also charged with two counts of unauthorized access and intentional damage to a protected computer, one count of economic espionage, and three counts of wire fraud.

The investigation was conducted jointly by the U.S. Attorney’s Office for the Northern District of Georgia, the Criminal and National Security Divisions of the Department of Justice, and the FBI’s Atlanta Field Office. The FBI’s Cyber Division also provided support. Equifax cooperated fully and provided valuable assistance in the investigation.

Assistant U.S. Attorneys Nathan Kitchens, Samir Kaushal, and Thomas Krepp of the Northern District of Georgia; Senior Counsel Benjamin Fitzpatrick of the Criminal Division’s Computer Crime and Intellectual Property Section; and Trial Attorney Scott McCulloch of the National Security Division’s Counterintelligence and Export Control Section are prosecuting this case. Attorneys with the Office of International Affairs provided critical assistance in obtaining evidence from overseas.

The details contained in the charging document are allegations. The defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

National Defense Authorization Act for Fiscal Year 2020

This year’s NDAA charts a consensus national defense policy that continues the restoration of military readiness, implements a National Defense Strategy to confront Russia, China, and other threats around the world, reforms and modernizes Pentagon business systems and bureaucracy, and – most importantly – cares for our troops and their families.

Here are the Cyber Provisions:

The NDAA strengthens congressional oversight of cyber operations, and enhances the Department of Defense’s cybersecurity strategy and cyber warfare capabilities. The Conference Report:

Refines the role of the Chief Information Officer in improving enterprise-wide cybersecurity;

Directs the Secretary of Defense to conduct a review of the cyber posture of the United States on a quadrennial basis; and

Extends the completion date of the Cyberspace Solarium Commission.

Companies donate big to AL cyber tech school, major pieces still TBA

The ball is rolling to get the state's first cyber technology magnet school ready for classes by next August.

Local technology companies handed over some big donations Thursday to the Alabama School of Cyber Technology and Engineering. At the National Cyber Summit they rallied in support of the school and what it means to have it in Huntsville, but there are still a lot of major pieces up in the air, like where the school will be and who will run it.

A location is chosen for the ASCTE, according to Senator Arthur Orr, but he's not saying where it is yet. He tells WZDX News a temporary site has a small hurdle before they can announce it, but they envision being there for the first three years while construction goes on at the permanent school site.

Moves are being made to fund the school by companies hoping to hire its graduates.

"We know the challenge of recruiting staff and it's just gonna get more difficult as not just DoD and NASA, but the energy industry, banking, medical, all have to protect their data," said Joe Green, president of Davidson Technologies. Davidson Technologies donated $250,000 and Torch Technologies donated $100,000 to the school Thursday.

The more than 300-student magnet school will make Huntsville the center for all things cyber security.

"There's no other school or replicate anywhere like it in the country so we're the pioneers but we've got to do it right and we've got to do it with the highest quality that we can have," said State Senator Arthur Orr, (R) District 3.

Cyber Huntsville reports there are more than 2,000 unfilled cyber and engineering jobs in Alabama. They're jobs UAH students say would be a lot easier to succeed in as a graduate from a cyber magnet school.

"If I would have learned something like this in, let's say ninth grade, my level of skill would be an order of magnitude different," said Franco Camarillo, president of the UAH Cybersecurity Club.

The school is expected to attract more people to the area. Local students are glad it's creating opportunities for the people already here.

"It makes the most sense getting the people that are growing up here and then kind of developing their talent to kind of feed Huntsville and make Huntsville grow into a leading place for the cybersecurity industry," Camarillo said.

Huntsville's Alabama School of Cyber Technology and Engineering got a big boost at the National Cyber Summit. Torch Technologies and Davidson Technologies Inc. presented checks to the school being built right now. Davidson donated $250,000.

Torch donated $100,000. Decatur senator Arthur Orr is on the school's board of trustees. He said he isn't sure yet how the money will be used, but the donations are a reflection of the school's support.

"If we get the school that we envision that is truly world-class, I can envision families moving to north Alabama to have their children matriculate at this world class institution. There's nothing else like it anywhere in the county," said senator, Arthur Orr.

Senator Orr said they're looking to hire a principal and more donations will be announced in the coming weeks. The cyber tech school is supposed to open next year.

Cyber Security 2019: It’s about business, not about consumers

In the same week millions of Americans were warned twice about new risks to their online data, nearly 2,000 cyber security experts met in Alabama to talk about computer security.

There were a lot of messages and a lot of data shared, but two thoughts stood out. “To some degree, everybody’s at risk” and “nobody cares.”

White House Increases DoD Budget Request

The White House, in a $2.6 billion increase from last year is requesting over $9.6 billion for the Department of Defense cyber activities in fiscal 2020.

The request will fund support DoD’s three primary missions:

Network Information Systems
Military Commander Objectives
Defending the Nation

This will provide necessary funds to support the U.S. military cyber forces (including the recently elevated US Cyber Command.)

Gen. Paul Nakasone, commander of Cyber Command, provided to the Senate Armed Services Committee written testimony in February that said this fiscal year the command was executing a budget totaling roughly $610 million.

HUNTSVILLE, NEW CENTURY AND CHALLENGER CROWNED CYBERPATRIOT XI CHAMPS

Huntsville High School’s Open Division team, along with Lee/New Century Technology High Schools’ All Service team, and the Challenger Middle School’s team are State Champions in the National Youth Cyber Defense Competition for the 2018-2019 season. Huntsville City Schools earned a clean sweep in the Middle School and Open divisions with all three place earners being district schools. In the All Service division, the top two teams are district schools.

CyberPatriot the National Youth Cyber Education Program created by the Air Force Association (AFA) to inspire K-12 students toward careers in cybersecurity or other science, technology, engineering, and mathematics (STEM) disciplines critical to our nation's future.

At the center of CyberPatriot is the National Youth Cyber Defense Competition. The competition puts teams of high school and middle school students in the position of newly hired IT professionals tasked with managing the network of a small company. In the rounds of competition, teams are given a set of virtual images that represent operating systems and are tasked with finding cybersecurity vulnerabilities within the images and hardening the system while maintaining critical services. Top teams from Huntsville City Schools have earned a spot in the National Semi-Final on February 3^rd, 2019 which gives them a chance to qualify for the National Finals held in the Baltimore area in April.

New STEM Scholarship Program Now Open for Applications

Lockheed Martin’s new STEM Scholarship Program is now open for applications through March 12, 2019.

The program is open to high school and college undergraduate students planning to pursue a major in engineering or computer science.
This program has significant scale with up to 1,000 students each receiving $10,000 annually. When the program is running at full capacity, we will be awarding $10 million in scholarships annually.
Mentoring opportunities will be a key component of the program, and recipients will be eligible for a Lockheed Martin internship following their freshman year of college.
The application is administered by Scholarship America, an organization with more than 60 years of experience designing and managing scholarship programs.

AeroJet Rocketdyne Donates $5,400 to the ASCE Foundation

Huntsville, AL - A new state magnet school is being established in Huntsville. The Alabama School of Cyber & Engineering Foundation will be handling donations and local contributions for the project.

AeroJet Rocketdyne donated $5,400 to the ASCE Foundation to assist with the development of vision and concepts in support of Alabama School of Cyber Technology and Engineering. John Myers, Vice President, Finance Operations and Carla Broussard, Director, Strategy, Marketing, and Community Ventures at Aerojet Rocketdyne presented the check to ASCE Foundation President Alicia Ryan and Board Members at a reception on November 12, 2018.

In 2020, it will start 10 & 11 grade with 50 students in each class. In the second year, 9th grade will be added. And it will continue to expand until it goes from 7-12th grade.

"We need the support from our community if we're going pull to this together and get it open in 2020. We need industry to stand up and take a stand to help us create a technology-driven high school," Ryan stressed. "It's exciting to me to see children who didn't even know they had these abilities and now they have the access to the right people to help teach it to them."

Assessing and Strengthening the Manufacturing and Defense Industrial Base and Supply Chain Resiliency of the United States September 2018

On July 21, 2017, President Donald J. Trump signed Executive Order (EO) 13806 on Assessing and Strengthening the Manufacturing and Defense Industrial Base and Supply Chain Resiliency of the United States.

The EO directs the Secretary of Defense to conduct a whole-of-government effort to assess risk, identify impacts, and propose recommendations in support of a healthy manufacturing and defense industrial base – a critical aspect of economic and national security.

National Cyber Summit Draws Teens and Experts

FBI targets computer crimes with new lab in Huntsville

New cyber technology and engineering school coming to Huntsville

Huntsville will be home to a new state magnet school in 2020. Alabama legislators passed a bill to green light the build of the school, which will be the third of its kind. The school will begin with 10th and 11th graders and eventually expand to 7th-12th grade.
